Suncrest Ltd. – 3Buy Solar – Occupational Health & Safety (OHS) Directive for Construction Sites

Directive Version: 2025.08 | Effective from: 07 August 2025
Applies to: All external persons, contractors, subcontractors, visitors, and vendors entering any construction site managed or supervised by Suncrest Ltd. under the 3Buy Solar brand.


1. General Scope & Applicability

This directive applies to all third-party individuals and companies entering or working at any construction site managed by Suncrest Ltd. (3Buy Solar), including but not limited to:

  • Subcontractors

  • Delivery/logistics personnel

  • Installation teams

  • Vendors

  • Inspectors

  • Visitors

Objectives:

  • Prevent workplace accidents and occupational illnesses

  • Ensure site security and fire protection

  • Maintain full compliance with Hungarian OHS laws, EU regulations, and environmental directives

Compliance is mandatory. Entry to any site requires prior acceptance of this Directive and signed confirmation.


2. Health & Safety Responsibilities

2.1 OHS Supervision

A dedicated Suncrest OHS Coordinator is appointed at each site and has full authority over:

  • Safety rules and briefings

  • Emergency coordination

  • Incident investigations

Their instructions are final and binding.

2.2 Contractor Obligations

Before sending workers to the site, each contractor must:

  • Provide them with a copy of this Directive

  • Ensure they complete the mandatory site safety induction

  • Maintain documentation of training compliance


3. Site Induction & Access

3.1 Entry Requirements

Before entering the site for the first time, each external worker must:

  • Attend a site-specific safety induction

  • Sign the OHS Compliance Confirmation Form

  • Present valid personal ID and work authorization

3.2 Daily Check-In

All personnel must sign in/out at designated points and carry ID visibly on site.


4. PPE – Personal Protective Equipment

Mandatory PPE:

  • Hard hat (safety helmet)

  • Protective gloves

  • Safety glasses or goggles

  • High-visibility vest or jacket

  • Safety shoes or boots (S3-rated)

  • Fall protection equipment when working at heights

  • Ear and respiratory protection when applicable

Contractors must supply, maintain, and replace all necessary PPE at their own cost.

⛔ Workers without required PPE will be denied access or expelled.


5. Equipment, Tools & Electrical Safety

Only trained and certified personnel may operate:

  • Heavy machinery

  • Electric tools

  • Welding and cutting equipment

  • Lifting platforms and hoists

Equipment must be:

  • CE-certified or equivalent

  • Free from visible defects

  • Accompanied by inspection documents


6. Conduct, Substance Abuse & Prohibited Items

6.1 Prohibited Items (Even if Not Consumed)

The following are strictly forbidden from being brought onto site, even if not used:

  • Alcohol

  • Illegal narcotics

  • Unauthorized sedatives or psychoactive medications

  • Firearms, knives, or other weapons

  • Explosives or hazardous personal devices

Possession results in immediate expulsion and contract review.

6.2 Under Influence or Unfit for Duty

The following are grounds for immediate removal:

  • Being under the influence of drugs, alcohol, or sedatives

  • Hangover or post-intoxication symptoms

  • Use of impairing medications without Suncrest approval

Exemptions may only be granted in writing by the OHS Coordinator with a doctor’s note.

6.3 Misconduct

Zero tolerance for:

  • Harassment (sexual, verbal, physical)

  • Hate speech or discrimination

  • Threats, violence, or physical aggression

  • Sabotage or theft

  • Deliberate damage to property

Violators are reported to authorities and barred from future access.


7. Emergency Protocol & First Aid

In emergencies, call 112 and state:

  • What happened

  • Where it happened

  • Who is involved

  • What injuries occurred

Remain calm and follow instructions.

All workers must know:

  • Fire escape routes

  • First aid stations

  • Location of extinguishers

  • Site-specific emergency plans


8. Lone Work Policy

Lone working should be avoided.

Where unavoidable, the contractor must implement:

  • Regular check-ins

  • Remote supervision or GPS tracking

  • Clear communication protocols


9. Environmental & Site Cleanliness Rules

All persons must:

  • Prevent air, soil, and water pollution

  • Sort waste into paper, plastic, metal, residual

  • Avoid unnecessary idling or noise

  • Shut off machines when idle

  • Keep work zones clean, safe, and clear of obstruction


10. Machinery, Tools & Fuels

  • Only qualified personnel may operate machinery

  • Use low-emission fuels (biodiesel preferred)

  • All fuel containers must be ADR-compliant

  • All machinery must display valid inspection certificates

Over 60L of fuel is subject to hazardous material law.


11. Water-Hazardous & Flammable Substances

  • Refueling must occur only on sealed/impenetrable surfaces

  • Fuel tanks must be leak-proof and regularly inspected

  • Spill containment measures must be in place

  • Comply with REACH, CLP, and Hungarian spill law (Gov. Decree 220/2004)


12. Civil Works & Excavation

  • Identify and mark all underground cables and pipes

  • Secure open pits and trenches with barricades

  • Provide lighting for night work

  • Use non-toxic, long-term compliant building materials


13. Landscaping & Site Restoration

Post-completion, contractors must:

  • Restore site to original or better condition

  • Clear waste, debris, and unused materials

  • Repair access roads or terrain damaged

  • Replant affected vegetation if necessary

  • Comply with Act on Waste Management §3.2 HU


14. Surveillance & Data Protection

Sites may be monitored by CCTV and access control systems. These are used to:

  • Prevent theft or vandalism

  • Monitor safety compliance

  • Maintain legal documentation

Surveillance is GDPR-compliant (EU 2016/679) and signs are visibly posted.


15. Incident Reporting & Investigation

Any of the following must be reported within 12 hours:

  • Injuries or medical emergencies

  • Environmental spills

  • Equipment failure

  • Near-miss incidents

  • Unsafe behavior or violations

Submit via the Suncrest Incident Report Form (PDF or hard copy). An investigation and action plan will follow.


16. Legal Liability & Risk Sharing

Suncrest Ltd. accepts legal liability only for:

  • Gross negligence

  • Intentional harm

  • Death or personal injury caused by its own actions

Contractors are fully liable for:

  • Site damage

  • Pollution or contamination

  • Violations of this Directive

  • Subcontractor behavior

Contributory negligence per Hungarian Civil Code §6:518 may be invoked.


17. Enforcement & Contractual Remedies

Violations may result in:

  • Immediate expulsion

  • Temporary or permanent suspension

  • Contract termination

  • Legal proceedings

  • Inclusion on the Suncrest contractor blacklist


18. Documentation & Audits

All contractors must:

  • Maintain up-to-date risk assessments

  • Carry a signed copy of this directive at all times

  • Comply with OHS audits and cooperate fully

Missing or outdated documentation may result in denied access.


19. Confirmation & Acknowledgment

By signing and submitting this Directive, the contractor:

  • Accepts all terms and obligations

  • Confirms that all personnel have been instructed

  • Agrees to Suncrest Ltd.’s Safety Plan, Emergency Protocols, and Liability Allocation

  • Accepts audits, monitoring, and enforcement as part of contractual cooperation

A signed form must be submitted before site access is granted.
